Mike,
The key to your questions is supported, meaning you can buy it from HP. I personally have never seen a PGP product offered by HP, there is not a depot at http://hpux.ee.ualberta.ca/ either, so you will probably have to get source code or by it from a third party.

You could give GNUPG a try. It's very compatible with PGP and avoids all the version confusion and proprietary algorithm hassles.

You'll probably want a non-braindead compiler (HP's ANSI/C compiler, or gcc).
