I would consider using the OpenPGP-compliant GNU Privacy Guard (aka, gpg). See http://www.gnupg.org.

Since HP-UX (still!) has no built-in entropy source (such as Linux's /dev/random), you'll need to build your own. I use prngd, found at http://www.aet.tu-cottbus.de/personen/jaenicke/postfix_tls/prngd.html.
