Printer queue down
I've an printer queue on HP-UX for an remote printer server.
The printer queue has much falls.

Hi
Stop and restart the spooler.It is a good idea to apply latest patch bundle specific to hp-ux version in your site
You may also isolate network related problem by swapping patch cord and switch port through which remote printer is connected.

When attempt to stop/start he spool do it in the machine where the remote printer is attached. And like Mahesh Kumar Malik stated check your network.

Is the remote printer a network attached printer ?
if yes then try pinging the IP address of the printer.
Bounce the print spooler
