It is prm but turn it off properly if you want to . I would use it if the machine is busy.
Setting PRM to start automatically at reboot
After rebooting your system, PRM is unconfigured and disabled if you have not previously configured the PRM startup script.
To preserve your configuration across reboots, modify the variables in the PRM startup script /etc/rc.config.d/prm to automatically configure PRM on reboot. This startup script configures PRM using the file you specify in /etc/rc.config.d/prm. If you do not specify a file, PRM uses an internal copy of the previous configuration file (either /var/tmp/PRM.prmconf or /var/tmp/PRM.prmconf.old if PRM.prmconf is not present).

SolutionAbsolutely. As long as you're not using PRM to allocate resources to applications, then by all means turn it off.
Just run
/sbin/intit.d/prm stop
then edit
/etc/rc.config.d/prm
and set *all* the PRM_?????? values = 0
We've found that PRM_RMTCONF=1 (bottom of the file) by default after install & that's the one that runs up the CPU usage for some reason even though PRM_CONFIG=0 by default which is "supposed" to disable PRM.
I sure wish HP would set them *all* =0 by default.
