I suppose these are two executable files.
I want to add these to a depot.
before doing that i understand that i need to create .depot files.
for that i need psf files.
how do i create psf files?

command yet ?
from the man pages of swpackage command:

+ For a description of the Product Specification File (PSF) used as
input to the swpackage command, see the swpackage(4) man page by
typing man 4 swpackage on the command line.
+ For an overview of all SD commands, see the sd(5) man page by typing
man 5 sd on the command line.
+ For descriptions of all SD objects, attributes and data formats, see
the sd(4) man page by typing man 4 sd on the command line.

Re: psf files to .depot files
You can't add them do an existing SD product, you have to create a new one.
You can look at swpackage(1m) as Mel mentioned, or look into SPB:

Re: psf files to .depot files
I would suggest you look at the Guide instead: "Software Distributor Administration Guide: HP-UX 11i v1, 11i v2, and 11i v3"
Chapter 10 Creating Software Packages
http://docs.hp.com/en/5992-5875/ch10.html
If you traced down the links I suggested you might try SPB. One says:
Instead of swpackage, there is Software Package Builder:
