PU Retrying

I am currently having an issue with a couple of PU's on one of my US servers

snapadmin status_connectivity shows them as
retrying.

I have refreshed sna and stopped both PU's individualy using

snapadmin stop_ls,ls_name=PU NAME

Unfortunately this has not worked

The PU's have links to our mainframe using DLSW to connect. I have checked the config on the local and remote routers and all is ok. I can get mainframe sessions on the HP Box also.
