Pwplus problem

Hello All,

I am facing a problem with pwplus version 3.1.a .
1. if we run passwd command at $ or # prompt the system will take long time to return with the following error....

WARNING: No valid nodelocked license to run PWplus 3.1.
PWplus: No valid license to check new passwords.
PWplus: Please notify your system administrator.
Old password:

2. and if you change the password it will get changed...is it related with license of pwplus? if so....
3. can I reinstall pwplus4.0.r.1 over pwplus3.1.a or first uninstall pwplus 3.1.a and reinstall advanced version of pwplus 4.0.r.1...

4. If am doing the above step. what will be the impact on users and the security files.

Please suggest me on this critical issue...and also if you have any documents on pwplus, kindly provide me the url or attach it to your reply..
