you must change stty parameters
stty cs8 -istrip

I?ve tested two things:
1- At console HP70096. configured as HP emulation, kEYBOARD ESPA?OL EUROP and
LANGUAGE ESPA?OL.
stty cs8 -istrip.
unset LANG
I see ? an ? ok.
2- Telnet from NT:
Emulation vt100
stty cs8 -istrip
unset LANG
i see ? and ?
NOTE: dont use more command, because is 7-bits.
I think you are not using correct code caracter set (codepage).
