question about setting up passwordless sftp connection

Hello,
I need to set up a cron job to push a file via sftp to a windows server from my HP-UX server about every 15 minutes. I assume that I need to create a public key and transfer it to the windows server. I assume I'll need an account on the windows server with the same user name or account that the cron job will run with, correct?
Any other hints or suggestions greatly appreciated.. My thanks.
