You must have either /etc/hosts.equiv or a .rhosts file in the users home directory on the machine you are trying to rcp to.

I always thought that connection refused meant that the connection was refused at the TCP level - before rhosts and the like could be checked.

Perhaps there is no daemon running on psimdb1 - it is common for folks concerned about security to disble remsh/rcp and such.
