Majordomo is probably the best mailing list server.

I've looked at majordomo, from what I can tell, it requires a sys admin to configure new lists. I need something that allows users to set up and manage lists on their own. Is this correct?

Once a list is setup

All list management activities are handled by email, so list owners don't need access to Majordomo server machine.

I was not able to use majordomo myself, because I had no access to a server to install majordomo. I use an external free mailinglist provider. This one you can find on http://www.egroups.com
http://www.listbot.com/ is a possibility as well.

Maybe it is usefull for you also.
