Re: Restart any sercive after any changes in the hosts-file?
In general, changes to /etc/hosts take effect immediately. However, a reboot will be required if you change your server's hostname or IP address through /sbin/set_parms.

Re: Restart any sercive after any changes in the hosts-file?
Short answer: no.
Serviceguard can go crazy if hostnames it expects to be there suddenly are not. Oracle may not like that much either.
You will need to look at what services use /etc/hosts to accurately answer your question.

Re: Restart any sercive after any changes in the hosts-file?
i think you should check /etc/rc.confgi.d/netconf,and you may /sbin/init.d/net stop and start.
if you use service guard check /etc/cmclnodelist
