Rlogin max. 512 user

Dear Expert,
I have a server HP9000 running on OS ver 11.00
Max. for the user rlogin only 512.
How can I increase the rlogin user ?

Number of Telnet Session Device Files.

1- This is the second time that this question is posted. Do you refer to connections from UX or connection to UX?. Someone said that only support 512 for output, but i cant belive it.

2- rlogin use nsrtpty for number of incoming connections.

What is the relation npty value and the rlogin ?
My npty=2048 and the server only allowed 512user rlogin.
