When the system is going up press any key in order to block the boot .
Type "boot pri" and Y for yes to interact with ISL. At ISL prompt, type "2hpux -is" to go into single user mode, you can then change the root passwd at the prompt typing "passwd root" .

If youre on a trusted system where root has been deactivated, if you know the passwd, go on the console and connect yourself as root, enter the passwd...
