Please give me a reliable link to download RSYNC for my HP-UX 11.23 including any related dependencies.

Torsten's link is also good, but requires also installing the packages listed in the "Run-time dependencies" section of the page. The version in the Internet Express kit might be easier to install, as it is just a single depot:

Go to "Receive for Free" to start the download procedure, then choose to download only the ixRsync_A.18.00-3.0.9.001_11.23.depot.
