rtsora 198 error

I am trying to execute gnt's and I am getting the following error;

Errno = 13 is caused by permissions problem.

Check the permission on KEYTEST.gnt file. It should have 555 -r-xr-xr-x

Also,
export COBDIR=/opt/cobol/cobdir
export SHLIB_PATH=$COBDIR/coblib
