run parmodify fail when add new cell board

My customer have a RP7410 UNIX HOST,4CPU,8GB mem,one cell board,now want to add 2CPU

I add a new cell board to RP7410
and run parmodify -p 0 -a 0:base:y:ri

but a error messages happen as follow

Error:There are imcompatible cells:
Global Cell 0,cabinet 0,cell 0-- IODC version 24240 PDC major 17
Current IODC hversion is 24128 and major is 17


may be I must upgrade cell firmware or something .....
