There is an application running on this server that does consume large amounts of system resource. Could be at the time I tried tostart SAM it was hogging a lot of the swap space

Did you tried into console, if not try it there if still not opening then kill some process which is taking more memory and which is not that much important

You need a few hundred megabytes free space there for normal system operations and backups.

Then go for some checks.
swapinfo -tam
top/glance
dmesg
Default vg00 FS utilisation ( /var, /tmp ) Extend these if they dont have enough space on the system
