Sam Restricted Usage

I have a user whom i have assigned privileges using sam and i have enabled all these functions
Resource mgt
Process mgt
Peripheral device
Printer & plotters

I logged in as the user and i am able to cancel the print jobs, other than those owned by root.
But when i tried to kill another user session, it says permission denied.

Do i have to enable anything else, or it’s a privilege available only to root?

You don't mention which version of HP-UX you are on (and I'm not sure it would make a difference) but on my 11.11 system, the restricted SAM builder has the following areas highlighted in red and will not let me grant access to them:

Accounts for Users and Groups
Auditing and Security
Clusters
Display
Kernel Configuration
Networking and Communications
Performance Monitors
Process Management
Resource Management
Software Management
Time

Further investigation shows that those areas are disabled by default but may be enabled by left clicking to select, then either left clicking and selecting enable, or choosing Actions > Enable.

Did you enable the areas you wished to assign?

Yes this is a 11.11 machine and i have enabled all these
