Save System crash dump if need is blocked

What I need to make to initialize workstation correctly, because in the phase "start-up in progress" the option "Save System crash dump if need" remains blocked, and it does not initialize workstation.

Please help me to resolve this problem...

Which OS?? Boot into single user mode.
mountall and edit appropriate config file in
/etc/rc.config.d/crashconf
