would like to ask,
is it possible to force screen saver enable on workstation for all user? (in CDE)

No i think you'll have to create the profile for each user indvisually. But hang on you can do one thing.
Make the changes to the desktop or screen saver of one user(use that as template).
Then copy the .dt directory from this users home directory to all users directory and change the ownership. I think it should work.

what about when new user login? we do run NIS.
