I have HP-UX 11.23 PA Mission Critical Operating Environment, i would like to know whether secure path is already part of MCOE, or do we need to manually install secure path for MCOE also ?

Secure path is not part of MCOE.

And in addition to the info provided.
Secure Path is being obsoleted by HPUX 11.31 that has multipathing native to the OS.
