sendmail error message.. DNS

Hi!
Need help on the subject of sendmail and DNS.
The bouncing back from from receiptant's Mailer-daemon is like this:

What does it mean by "553 31web.com.tw. config error: mail loops back to me (MX problem?)
554 ... Local configuration error" ?

Something wrong with my
sendmail.cf file? or something wrong with the DNS setting?
