simple question. Do I have to stop cluster in order to add standby interface of one of it's nodes, or it's possible to do it, while cluster is running?

Shalom,
I'm pretty sure the cluster must be shut down prior to doing this kind of configuration change.
Practically speaking, you are you going to install a NIC card into a system without turning it off. Even if the card is already installed, I'd plan downtime for this change.
