ServiceControl Manager install failing

I'm trying to install ServiceControl Manager on a machine that has HP-UX 11.00 (DEC 1999) newly installed. Apart from the os, only the SCM patches and SCM have been installed.
I've followed the installation instructions from Planning, Installing, Configuring and Updating ServiceControl Manager to the letter. The relevant bit of the log is attached.
I have found that /usr/dmi/bin/hpuxci gets started but then dies and dumps a core. If I do /usr/dmi/bin/browser then double click on the machine icon I do not get the
Standard Group Definition icon. I get the other two mentioned in the Troubleshooting Guide for SCR+DMI. Any ideas?
