set up vpar on rx8640

I have a newly built rx8640 running 11.23.
From this new npar I want to set up some vpar
builds.

I believe we no longer have "ISL" available.
I can get to the EFI shell, but I don't see any options on how to launch vpmon & then do my vparload etc..... HELP!!!!
