SG 11.13 reaches end of patching life

This is just to alert the community that we have issued the last patch for SG 11.13, unless a security type issue is discovered.
PHSS_28849 has been available since last month, and this means the current versions that will continue to be patched are 11.14 and the newly released 11.15
