Shell log-on not permitted on an xxxxxxx server. Logging off...

A new user I just created via SAM, in the same manner I have created many others, is experiencing this message when he logs on:

Shell log-on not permitted on an xxxxxxx server. Logging off...

and then his session is terminated.

Note:

1) the account is not disabled

2) he can log in to change his PW

3) the /etc/services file is ugo readable and all relevent services seem to be uncommented.

4) The xxxxxxx server is a common nickname of this server.

It seems someone has modified something to cause this to happen, though I can't figure it out.

9000/800/rp3410

Did you assign this user a shell that is not listed in /etc/shells?
If it ain't broke, I can fix that.

Hello:

His shell is /usr/bin/sh.

Also curious about this affair, even as root, I am unable to su to this user.

Sure enough, the vendor came in and modified the login process - without notifying the company.

They created their own logname deny process, discovered it by looking closely at that /etc/profile.

My apologies.
