Slide show on HP-UX
Ideally I'd be able to configure the location of the files on a per user basis.

Your question , I believe depends on what interface you use , OR which version of HP-UX you have.
if you use CDE supported graphics manager maybe you have to focus on CDE software. OR if you use HP-UX 11iv3 with SIM via WEB supported go and find some adds 0n for SIM OR SMH software.
By the way did you try MobaXterm ? it is a good free of charge Xmanager software maybe you find a way when you check it in details ,who knows ?

We're using CDE. Currently on HP-UX 11.11 but soon will be 11.31.

Most hp-ux systems (except graphics workstations) have very poor VGA performance, so you keep a system very busy by using such thing! Keep this in mind!

The idea is to display key corporate messages (e.g. HSE and Quality values) to terminals scattered around our production area. Hopefully with the terminals being thin clients, it won't load the HP-UX boxes too much, but you are right it is something we need to keep an eye on.

apart from slide show screensaver, CDE has already choice of screen savers in style manager,
However, these take up CPU time on the system as already stated here.

Some thoughts .......
a) maybe worth looking at xwd / xwud
Xwd is an X Window System window dumping utility. Xwd allows X users
to store window images in a specially formatted dump file. This file
can then be read by various other X utilities for redisplay, printing,
editing, formatting, archiving, image processing, etc.
b) HP's port of gnome 1.4 ... would come with additional bells and whistles including xscreensaver. Depots were available for 11.11 and 11.23 I probably have copies.

Started having a look at xscreensaver, but when I downloaded all of the dependant libraries, it came to 750Mb which scared me off somewhat (admitedly that was for both pa-risc and Itanium platforms).
I think I migh have a look at trying to do this with a Perl program.
