SMH User Add takes > 15 minutes
Running list local users is taking 66% cpu on a four core 9Gb RAM machine and is unusable. However trusty vipw works fine.

What version of the OS is this? 11.23 or 11.31?
I've seen issues with large password files or large /var/adm/wtmps files that can cause this - older versions of ugweb would try and print the "last login date" for each user which would require searching wtmps for each user. This has been fixed in the 0809 release of ugweb. The workaround is to trim wtmps,

or is there any error in /var/adm/syslog/syslog.log
