I don't know if HP has a software depot for Squid. I would suggest anyhow that you compile the source code.
Make sure you have an ANSI C-compiler when doing that. I know that with Samba you'll find info in the docs about how to compile and install on HP-UX. I don't know about Squid..
Nevertheless it doesn't hurt to download the tarball and look at the docs inside.

If you can not afford to install gcc, email me. I can reply with the rather large directory structure with built binaries so you would only have to run "make install"
NOTE: This will require that you have to setup my directory structures....
It is really easy to build though, and as long as you read the docs included and have binutils and gcc installed you should have no problems!
Another thing too is that squid takes a bit of planning, not simply a binary install. there are cache directories which must be created, and specified, as well as a bit of configuration that must be done at each site.
This may be why there are no depots as of yet!

I did a SQUID depot for 11.X boxes from official squid release 3.2 (see attachment), because I needed a quick way to install and remove it properly. I compiled it with HP's C/ANSI C package, and it works perfectly for me.
Of course, it's up to you to configure it ;o)
Here is the structure:
* Config files go into /etc/opt/squid,
* cache-related files into /var/opt/squid,
* and binaries into /opt/squid
* /sbin/init.d/squid and /etc/rc.config.d/squid for startup files
I can send you the psf if you want to repackage it your own way.
