SSL Wrapper functionality?
Do you know if HPUX has a built-in package for performing SSL Wrapper functionality on top of an inetd service. I have worked a little bit on linux with a shareware product called "stunnel" but would rather work with a package or product that HP supports/recommends. This "wrapper" process would provide security and encryption to any server socket it "forks" off from /etc/inetd.conf and allow me to concentrate more on the functionality of the underlying process.

Most commercial Unix distros use IP-Sec as their VPN tunnel of choice. HP-UX has a swinstall'able package for this, and a very user-friendly GUI to configure it.
I think you could probably get S-Tunnel from the HP-Porting Centre, however as you rightly point-out, you're better of using what HP support/recommends.
