I am new in HP-UX
I want to know how to start a server HP-UX after a cut of electricity

In most cases, nothing more difficult than simply turning it on. Filesystem integrity checks are run automatically. Of course, application data and databases may be corrupt. There is no way to answer your question other than "it depends".

If everything is set up correctly, you should just be able to turn the power back on and it should boot.

If it is not booting and you are getting errors, please provide more details.

Which Model is your server ?

If you have a GSP , connect using telnet do
a RS .System will reset and will proceed for booting .

If you do not have a GSP , power on the server using the power on switch , watch the console logs .

Normally FSCK will be automatically run rbefore mounting the file system .If any of your file system in not mounting do fsck and mount it .

After boot up verify /etc/rc.log and syslog.log for a system checkup.
