steps to create n-Par and V-par on RP7420

Hi,
we are using RP7420 Server with two Cells. Cell 1 is configured with n-par0. We want to create n-par1 and assign cell 0 to it,then create V-par0 and V-par1 on cell 0 and assign the following resourses.
(1) Install HPUX 11.11 on both V-par's
(2) two cpu's to each v-par becasue cell 0 have 4 cpu's ,
(3)4 GB memory to earch v-par
(4)4 PCI cards to each

Please guide me what steps i have to follow to do this job.
