sudo v1.6.9 was on the HP internet express bundle for 11.v1, but this is only available on CD/DVD and not downloadable. The internet express bundle for 11iv1 was part of the operating environment/appilication release updates for 11iv1 and was last distributed in March 08. If you have a software update contract you might be able to order this through software update manager.
If you actaully read the support statement on the Internet express website you'll see this:
HP does not provide support for components listed in Table 1 that are delivered through HP-UX Internet Express either through Web download or through the HP-UX 11i media kits. However, you can notify the HP Internet Express team if you find defects. HP will report defects to the related open source communities and incorporate the appropriate fixes in each new release.
So the only real material difference between the HP version and the version on hpux.connect.org.uk is the internet express version is slightly older and maybe some different compile options. For some other products the advantage of Internet Express is that it includes run-time dependencies whereas the porting & archive centre doesn't. However in the case of sudo there are no depedndencies anyway.
