/usr/local/bin/sudo and the permissions on the file are as follows:
---s--x--x 1 bin bin 114688 Oct 15 2003 sudo

# chown 555 sudo

The ownership is the problem!
# chown root:root /usr/local/bin/sudo
The error message is also telling you exactly what the problem is.
