superdome on 11.23, is external DDS hot swapable

I've got a superdome on 11.23 with a external scsi dds drive attached. The DDS has gone bad, can it be swapped out while the system is running

Yes,

external scsi devices like this can be swapped. You don't want to leave the connection unterminated for an extended period of time, because it may cause lbolts in the syslog.

Make sure the new drive has the same SCSI ID as the old before making the switch.
