Here is an ll of an inittab from my 10.20 system:
-r--r--r-- 1 root root 1595 Feb 12 2000 /etc/inittab
and an 11i system:
-rw-r--r-- 1 root sys 1509 May 1 17:31 /etc/inittab

Were you reloading from an Ignite/UX backup tape? If the tape errored and it happened to be at the point in the tape where the inittab file is, then it is possible that there is a problem at that spot on the tape and the entire file could not be restored.
Something to try is to see if you can read the inittab file off of that tape. If it comes back as 0 bytes, or errors on you then there is a problem on the tape.
