Will this work and is it a good idea?
In our MC/SG active-active configuration, I'm considering making symbolic links in each node's local/dedicated disk that both point to the same directory on a MC/SG volume. Specifically, link from /opt/apache/cgi-bin/subdir to the SG volume. The idea is that I want these cgi programs to be available via the package relocatable IP address, on the SG logical volume.

Solution
Nothing wrong with that at all although on a non-active node the softlink will point to the Twilight Zone. As long as you know that then no harm, no foul.
Plan B. You could create the soft links upon package startup and clobber then on package halt.

Hopefully I'm not too fuzzy after a week of work.
I agree with the previous post. My answer's on the philosophical side.
If Apache is started by SG and runs only on one server (you can't share an lvol between nodes, unless you're doing NFS, right?), then IMO it makes the most sense to put Apache *and* the CGI on a SG disk. If it's not, then IMO it would make the most sense to keep an Apache installation on each node (sounds like it's what you have) and package/swinstall your CGIs on each node.
Kind of like, either it's all SG or all non-SG -- not a mix. Just my $.02.
