system hanging at boot

could you please me? when the HP-UX system boot it halts startup- progress?
---configure all uninconfigured software fileset
for a long time

If you have installed some SW & after rebooting server is taking time here, It may obvious (becase it is configuring your unconfigured filesets)But it should not should not wait for long for every reboot.
