Makes sense to verify the command
showmount -d
to show the directories which have mounted the share from the NFS server and unmounting them on all the client machines before the NFS Server reboot to save a long list of client reboots !!

NFS can cause extremely persistent hangs for both startup and shutdown. I would edit nfsconf file in /etc/rc.config.d and turn off all NFS services. Then your system should bootup without a problem. Now you can fix the NFS issues.
