A Nessus scan returned the following:
The remote host does not discard TCP SYN packets which have the FIN flag set.
My systems are HPUX B2000s. Is there an HP patch for this issue?

Solution
Installing IPFilter/9000 will enable you to block the packets that have certain combination of flags set (FIN and SYN flags in this case). But I dont know if it is possible without installing this product.
You can download IPFilter for free from software.hp.com.
