telnet from laptop not working

I use Reflections to access a host of HP-UX machines. Roughly half my unix boxes will not accept the telnet connection from my laptop. If I try to connect via Microsoft telnet, it just hangs. If I try to use a preconfigured Reflections telnet connection, it immediately terminates. Where do I start looking to resolve this issue? Is there some sort of telnet allow configuration file that I am unaware of?

/var/adm/inetd.sec, if it exists, may restrict access to the system. There is a man page describing the use of inetd.sec
