From where you are not able to telnet? from your PC or from another unix server?
Are you able to ping to the server?

It means the tcp/ip connection to the telnet client has terminated abnormally.
The reason can be there has been a communication failure between the telnetd process and the telnet client process (the peer) running at the other side of the
tcp connection

You should be able to ping from your PC unless otherwise ICMP is disabled on routers if any.
IS your PC and the server is on the same network?
If it is in different network, have you configured gateway to reach the server?
Do you have given access to that server in firewall if any?

please telnet to require server from another server.
check whether secsh (sshd) and inetd services are running or not, this could be one reason.

it is not unusual (although not the right way) that network admins to put a firewall between a desktop network, like the one your PC is connected to and a server network (like the one your servers are connected to, without properly notifying the users.
My advice to you is to talk to the network administrators and ask them if they changed the firewall rules or create a new one by giving them the IP address of your PC and IP address of your server. Most likely cause is the firewalls, which most of the time are outside system administrators' control.

How do we know what changes have been recently. You need to provide more details. There are tools available like "tracert"(on windows) traceroute(on unix) to trace the network packets so that we can identify upto where we are able to reach.
you could also try to access the server via ssh, rlogin, ftp so that you can easily identify where the issue lyes. If you are not able to access the server via none of the protocal and all the protocals are enabled on the server then it should be a network issue.
