do u have tcp wrapper install? if so, u may use the hosts.deny and hosts.allow for this function.
if u want to deny a certain host or ip address, u may use /var/adm/inetd.sec.

there r other ways but it depends on whether other services r needed for this user, i.e. exit 0 in /~home/.profile, false shell for user login, etc.
