apparently this is the fix when it reports the error of
connection refused - flow control off. HP recommends running insf -e to correct the problem.

Actually, this is not uncommon. pty devices are assigned in a specific order (see: man 7 pty) and if the next device file is missing, the assignment stops and the connection is closed, even though are many left past the missing one. insf -e replaces any missing device files.
