tftp not working....

I have been having this issue with ignite. I put this question on the forun last time but all answers seem to not work. In adding a client to my Ignite server, for some reason tftp does noot work. It is not commented out on the services file and inetd.conf file. in the /usr/adm/inetd.sec file I have allowed tftp to my ignite server. I am running HPUX 11i on the server. The clients are varied from 10.20, 11.00 and 11i. HP support tells me it is tftp. I have opened ALL services in the services and inetd.conf files. Yet, the answer is all the same. Cannot tftp. WHAT IS WRONG ?????

the tftp port is open or not.
#netstat -an |grep 69
udp 0 0 *.69 *.*
43692200 dgram 0 0 42c3d800 42a9a700 0 0 /opt/dcelocal/var/rpc/local/01379/c-3/7000
see the man page of tftpd
+ If no path is specified on the command line, tftpd requires
an entry in the /etc/passwd database (see passwd(4)) for an
account (pseudo-user) named tftp. The password field
should be *, the group membership should be guest, and the
login shell should be /usr/bin/false. For example
(assuming the guest group ID is 101):
tftp:*:510:101:tftp server:/home/tftpdir:/usr/bin/false
