In order to really debug the issue, we'll need more information. What version of Unix, and what patch level? What kind of Windows? What other kinds of connectivity work or don't work? What is the command you're using? What does netstat show?
Usually, matters like this are a lot more confusing than difficult. We'll help you figure it out.

But the real test from either O/S is telnet'ing to the port number:
telnet 192.1.1.117 69

What's the unix to windows connection?

I try once's tftp from cisco router to Windows.The tftp client I loaded from CISCO website.
Couple of time tftp from cisco to window fails.Later on,I realize you need to launch the tftp client upon/during transfer file.
Is it the same as you problem I don't know.But something to share about.

Connected to the laptop Com1 port is a Cisco wireless access point. To update the flash memory on the AP, I have to download the image from a TFTP server. So I've got a client terminal emulation package loaded on the laptop that connects to the HP-UX server. So basically, the laptop is the middle man between the two. I am now getting timeout errors when trying to TFTP the images over to the AP. The timeout error displays almost immediately after typing the command to pull the image from the HP-UX server. Any ideas??
