SolutionThere is no upgrade path from HP-UX 11.11
to 11.31 directly.
You have two options:
a) Upgrade or install HP-UX 11.23 firstly.
Then, upgrade from 11.23 to 11.31.
To help you assess migration from HP-UX 11.23
to 11.31, there is a nice tool MSV2V3CHECK
(Mass Storage Check Utility). It is free at:
http://www.hp.com/go/softwaredepot/
or
b) Run a clean install of HP-UX 11.31
(in other words, wipe out your old
11.11 firstly).
As far as benefits of HP-UX 11.31,
there are many. Check, for example:
http://docs.hp.com/en/oshpux11iv3.html
Cheers,

Re: The Steps for upgrade oprating system
One cannot directly upgrade from 11.11 to 11.31 using update-ux, but you can cold install 11.31 on your system.

Re: The Steps for upgrade oprating system
What is your Oracle version?
I doubt, there is one which spreads over more than one major release of an OS version - practically.
You would need one Oracle version for three OS versions ...
I would spare my time and not try it but install a supported version of Oracle after a cold install of 11iv3.

Re: The Steps for upgrade oprating system
even Oracle9i-v2 is/was only certified for 11.0 and 11iv1.
