SolutionCheck page 9 (and the glossary on page 14) to verify the minimum firmware versions in

The minimum memory rquirement for 11.23 is 512MB. I guess you have that even if it says 500MB in your "AUTOBOOT" line during boot up. I guess that's OK.

I would assume that the 512MB is a physical memory requirement and that the 500MB that is reported above is not an issue.
I am also suspecting a hardware error, most likely the memory itself. Maybe one of the HP folks can tell something from the stack trace above.

So adding more memory solved the problem. The minimum requirement for ignite (newer versions) is 1GB and at the case i know 512MB were used.
Init dies because there isn't enough memory to start it and that causes the system panic.
Although the min requirement for installing 11.23 is 512MB, if you have more mem just try adding some and try again.

According to http://docs.hp.com/en/5991-0703-en/5991-0703-en.pdf rx1620 must have 2.29 firmware release. Upgrade the FW ( you can use FTP built in ), this should help.

its probably as your console is set wrong.
Console is on VGA
Booting kernel
you need to change this in the EFI to reflect a serial console with vt100 type emulation and use a terminal or terminal emulator to match. do thsi for the input/output and error consoles.
then do the install!
vga isnt supported on the rx1620 with hpux and hpux 11.23 doesnt have the graphics support.

Especially to TTr and Anka, their advice was very usefull.
So I added, how U said, extra memory up to 1Gb and it helped.
But I have found another problem.
During the instalation some lines appear with "ERROR" after (*).
After restarting the computer, U can see new menu item in EFI.
Selection of this item loads HP-UX.
HP-UX BOOT LOADER shows an ERROR:

This problem is among "Known Problems and Limitations", defined as "EFI Boot Fails with No HP-UX Partition on Boot Media Message".

If so a firmware update may be needed.
Nothing was changed after the cold installation, right? I mean patches and so on...
Have you tested booting in maintenance mode (boot -lm)? Are the results the same?
Another possibility is that the boot data reserved area is corrupt. In this case you should be able to boot in maintenance mode and repare it:
#lvlnboot -v <- to check
although everything may look fine you can recreate it.
Remove the existing Boot, Root, Swap, and Dump entries:
#lvrmboot -r /dev/vg00
Recreate the Boot, Root, Swap, and Dump entries:
# lvlnboot -b /dev/vg00/lvol1
# lvlnboot -r /dev/vg00/lvol3
# lvlnboot -s /dev/vg00/lvol2
# lvlnboot -d /dev/vg00/lvol2
Recover any missing links to all of the logical volumes in the BDRA:
# lvlnboot -R
Reboot the system
You can also check the "boot loader cumulative patch" and if it is old, then update it, but first you should manage to boot the system in order to do it ;)

Note that firmware upgrades can not always be from where you are to the latest revision.
During the life cycle of this server, HP changed the firmware upgrade process. There is a guide on the firmware upgrade site and if you follow it carefully you can get through this.
Victor and I (we work together) speak from experience. We learned this during our first install of HP-UX 11.23 on an rx2600 server.

Verify which device you are booting from and try again.
When you are sure you are booting from the DVD, let it proceed and boot automatically. An installation will boot differently than a normal system.
Note the 'boot :IINSTALL' from your initial post and the 'boot vmunix' from your last post.
